Dear Colleague:
The Ohio Schools Council has provided huge savings for schools for over twenty years. It is a pleasure to present the twenty-second Annual Report to you, the members, demonstrating those continued savings.
The Mission of the Council has remained the same throughout our existence: To $ave $chools Dollars through Volume purchasing by providing quality services and products and to reduce costs in order for districts to enhance the educational environment for their students.
The Council began in 1986 and was nurtured by the vision and direction of the Greater Cleveland School Superintendents’ Association as a means of providing a variety of services to schools. The Council initially had 53 school districts. Our membership has now grown to 126 school district members. Without your membership in our programs, OSC would not exist.
Some high points of the 2008-2009 school year are:

Six new districts joined OSC, increasing our membership by over 5%, bringing our total membership to 126.

OSC distributed “Surplus” natural gas monies in excess of $2.8 million from the Natural Gas Program to the 125 school districts who participated in the prepaid natural gas program on August 24, 2006.

OSC distributed over $886,000 to 249 school districts at the close of the Energy for Education II Program.

249 districts saved $5.8 million or 13.7% through the Energy for Education II Program. The savings for the entire Energy for Education II Program was $37.6 million or 13.6%

OSC intervened in the First Energy rate case before PUCO in order to protect districts from drastic rate increases.

Four new districts joined the Natural Gas Program.

39 school districts saved an average of $1,500 per school bus on the purchase of 124 school buses.

73 districts saved over $150,000 on the purchase of media materials through the Lake Erie Educational Media Consortium (LEEMC).
- OSC waived its fee for all districts in Property/Fleet/Liability Insurance Program, saving districts approximately $140,054.
- 23 school districts participate in OSC Life Insurance Program which was renewed this year at $0.005 less than the previous program.
- OSC reduced the fee for membership in the Cooperative Purchasing Program and the School Bus Purchasing Program by 50% for 2008–2009 school year.
- OSC initiated a new program with BPI Information Systems for Network & Computer Support Services.
- 29 Vouchers for $100 were distributed to members that attended the OSC Annual Vendor Fair to use as a discount on any OSC fee.
Finally, we want to thank the member districts involved in committee work. Without your help, advice and support, OSC would not be able to create programs that meet your needs.
